The much awaited the national plan on climate change has been finalised and set to be announced on today by the Prime Minister, Manmohan Singh, India. After two rounds of to and fro between different lobbies in the climate change council and within the government, the plan finally weds India's international negotiating stance with a domestic agenda on reducing greenhouse gas emissions.

United Nations backed project is expected to benefit more than 22,000 poor households in north-western Azerbaijan.
